They are bringing back racism & segregation in a very tactical and decoy way. So the poor children in the ghetto must attend the schools in their area, and the rich children uptown will attend the schools built for them! Zoning cannot and will not work with the existing imbalance in the traditional/upgraded high schools schema. Students must be rewarded for good academic performance and not be penalized because they have the “wrong address! This presents a degree of unfair advantage. The only 

 

One student works exceptionally well but ended up at a school with a bad academic track record. So a student living in Waterhouse or Mall Road who does exceptionally well must be place at Penwood High, Haile Selassie or Coburn Gardens High. Poor people children from Hanover are not going to get to go to Cornwall College or MoBay High. So now rich people will always get the school of choice by strategic home buying. Students loitering after school and creating mayhem can easily be eliminated by designating buses to move students to their particular destinations. Some sort of disciplinary measures should be implemented for students who refused to adhere the rules. A special monitoring group from the security force could be used to see to students’ compliance.
