The Independent Commission of Investigations (INDECOM), on warrants, arrested Corporal Kirk Frazer and Constable Duwayne Kelly James of the Jamaica Constabulary Force (JCF) today, June 8, 2017.
Corporal Frazer and Constable Kelly James were arrested and charged for the murder of Ricardo Meadley. They were taken before Parish Judge, Chester Crooks, in the Kingston and St. Andrew Parish Court to answer to the charges.
Corporal Frazer and Constable Kelly James were granted bail in the sum of $1,000,000.00, each, with 1-2 sureties. Both were ordered to surrender their travel documents.
The matter is set for mention on July 3, 2017.
